Is the Chol-Operative a flat structure?

The Chol-Operative grew from experiments with flat and collaborative leadership structures.

Over time, the organisation has evolved the model to recognise differing levels of responsibility, accountability and experience whilst maintaining a commitment to collaborative leadership and equity of voice.

Does everyone make every decision?

Not always – and that has been an important part of the organisation’s learning journey.

One of the core principles of the Chol-Operative is equity of voice and shared strategic thinking. We believe organisational conversations are strengthened when multiple perspectives and lived experiences are included.

At the same time, the organisation has recognised the importance of clearly defined responsibilities and accountability.

Some decisions – particularly around governance, safeguarding, finance and legal responsibility – sit with designated Co-Directors and the Board.

Other areas of organisational life benefit from wider collaborative discussion, reflection and contribution.

The current model aims to balance collaboration, accessibility and shared thinking with clarity, sustainability and accountability.

Why did Chol develop the Chol-Operative?

The model emerged from questions around access, equity and leadership within the arts sector.

The organisation wanted to explore more collaborative and transparent ways of working that better reflected its values around co-creation, participation and shared learning.

How has the structure evolved?

The organisation has always viewed the Chol-Operative as an evolving model shaped through practice and reflection.

As the organisation has grown and changed, it has become important to strengthen clarity around accountability, sustainability and leadership development.

What is an Associate Co-Director?

An Associate Co-Director is a paid leadership development role within the Chol-Operative.

The role supports emerging leaders to contribute to organisational thinking and programme development whilst developing leadership experience within a supportive structure.

Does collaborative leadership mean a lack of accountability?

No.

The Chol-Operative aims to balance collaborative working with clear responsibility and governance structures.
